Just like Greater London and the City of London, Greater Manchester and the City of Manchester are separate entities. The City of Manchester, an administrative area in the centre of Greater Manchester, has the population of 452,000 that you refer to. Like London, when people refer to “Manchester” they normally mean Greater Manchester, not the City of Manchester.
The population figure of 452,000 is meaningless.
